Document CircleCI setup and github integration #16

The developer docs as of #1 have information on how our github is set up, including the integration with magic files. We should have the same for CircleCI--not a duplication of CircleCI docs, just how we have it set up.

It looks like I can just throw an ssh private key into https://app.circleci.com/settings/project/github/spacepy/dbprocessing/ssh and have that provide access to the build machine (I hope!). At any rate, put a key in there.
