Document config file for makeLatestSymlinks #70

makeLatestSymlinks needs a configuration file and I don't have any examples or documentation for it. It looks possibly connected to the syncer configuration, but I thought that was part of the main rbsp module configuration. @balarsen do you have an example you can attach?

Closure condition

This issue should be closed when either an example config file is checked in, or the format documented (or both).

Will note this is closed in the PR that merges that (but still more to go, there.)
