Nightly CircleCI workflows aren't running #76

73 added a workflow to run nightly. It's not working. Nothing's run on the master branch for five months and there's no indication the nightly workflow is actually doing anything or running ever. Everything is still supposed to run on the default branch even if "build PRs only" is set. The config passes validation and obviously ran for the PR checks.

Closure condition

This issue should be closed when we have a nightly/scheduled CI run.

CircleCI has now added scheduled pipelines, which maybe will provide a way out.
