Add ELT launcher #163

Adds launcher script to calculate a sensitivity matrix for the ELT. Takes forever due to the large number of segments, not recommended to run locally like on my macbook.

Tested on the lab cluster, works ok although found some bugs in the results and analysis that I will fix in following PRs.
