Wrote a release guide #176

I worked on a walkthrough of all the steps needed to complete a release as we worked on version 2.2.0. (Resolves #70.) Please let me know if there's anything else you'd like to see.

Thanks for putting this together, I've added a few more details on Webhooks and how to fix them if they break.

Thank you for the added section. I gave it its own header and changed the RTD link to the general "Integrations" page (rather than to the specific integration) for security. I overwrote your commit for the same reason but listed you as a co-author to compensate.

Any other comments on the rest of the guide?
