fix ReadTheDocs configuration #227

still the same issue:

sphinx.errors.ThemeError: An error happened in rendering the page index.
Reason: UndefinedError("'style' is undefined")

standby as I dive into stackoverflow...

the issue appears to be that the html_theme was not set, so I set it to stsci_rtd_theme
