Issue COSPIP-25 was created by Rachel Plesha:

It was determined that the behavior of the GCOUNTS column is as we expect; it is the total number of counts that contribute, even if at some points there are dips because the dq_wgt was less. So there is no error to fix.

I closed the wrong issue. #78 should be the one that is closed.
