Fix CI test failures #465

The travis tests were failing and it appears to be over a pegged version of conda. This will allow the tests to run properly without timing out.

@drdavella and I discussed this. This PR is needed to fix other issues (fixture changes) that will be fixed in #464 . Chicken and egg problem, so going to merge this even though the tests are failing and then will confirm #464 has clean tests after a rebase with this PR.
