WFPC2 SMV code that treats PC differently #1588

Issue HLA-1031 was created on JIRA by Steve Goldman:

In order to get more-consistent backgrounds in WFPC2 SVMs we may need to treat the PC differently/separately due to the different plate scales. While the code does loop through detector chips, it uses the same parameters for drizzling. A discussion will be needed to decide how to proceed with this issue.

HLA-1052 defines updated parameters for making WFPC2 drizzled images as of July 2023. 

NOTE these parameters work well for the WF chips.  If treating the PC chip separately, only one parameter driz_sep_scale needs to be changed to optimize the CR-rejection, from a value of 0.0996 (for WF) to 0.0455 (for PC). 

This recommendation is based on drizzle tests using N=2,3,4,6 input frames. 

If this change is not able to be implemented, HAP targets on the PC chip may need to be manually redrizzled by the user, and we can provide instructions on how to do this.
