CALACS: Update ACS/WFC truth files to accommodate the serial CTE #1867

Issue HLA-1309 was created on JIRA by Michele De La Pena:

The truth files for ACS/WFC have to be updated to accommodate the new serial CTE correction.

New RAW input files are needed for ACS/WFC images where PCTECORR=PERFORM.  The PCTETAB needs to be updated with the new parallel/serial PCTETAB file, combined_par_ser_pctetab_jan2024.fits. DONE

Once the appropriate RAWs are updated, the files and the new PCTETAB file need to be loaded into Artifactory in scsb-hstcal/dev/acs/wfc/input. DONE

HSTCAL developer Jenkins pipeline needs to be run to generate the new truth files. DONE
