A not so complicated solution

The CI failure is real. It reports incomplete bytes. Maybe SourceForge is blocking CI as spam. Need some debugging to sort it out:

Add a --remote-data job.
Report the content returned in the error message. It could have been like a 404 page for all I know.

After looking at #19, I have concluded that we don't need this, at least not at this point. Let's revisit if that changes. Sorry for the trouble!
