fixed xpa bug holdout from update for windows specific code
changed default connection type from local to inet when XPA_METHOD not specified in users environment

@emcangi this pull request should fix your problem. Travis is having issues, but my hand check of the tests was fine. I'll push as soon as travis comes back - but feel free to update from this branch and give it a go!

I updated using conda update imexam and it seems to be working with DS9 again! Unfortunately the log files are no longer being created, but this may be due to some issue with my code. I'll investigate it.
