Create JWST-optimized line lists #337

The current line lists are mostly SDSS/optical-focused. We should include some linelists that are particularly suited to specific JWST instruments/science cases since we know this tool will need to be used on those data sets.

379 may have closed this. But maybe @PatrickOgle can comment if you think that was sufficient for this broader-phrased issue?

I think we have the main IR-lines covered by #379, from my perspective as an extragalactic/nebular emission specialist.
Perhaps an expert on stars and exoplanets should also weigh in...
