Explore using Django debug toolbar #249

The django debug toolbar appears to be a good way to profile the performance of a django web app, we should try to install it and see how useful it is.

I tried a first crack at installing this and getting it working using the installation instructions here, but the website seems to hang when trying to load the homepage. It's not clear to me what the issue is.
