Update codeowners file #15

change the name of the codeowners file, missed this last time around. added a reviewer for the pure parallels directory

@Rplesha I added paul as a reviewer for the pure parallels, if another instrument team should also review lemme know and I'll add them

@sosey I think that this affects the other instruments, too, but I've asked Paul for confirmation. I'll let you know when I hear back.

@sosey Let's try this on the right PR....Paul confirmed that this is true for any instrument in parallel, but it is most important for the WFSS modes. I think because of that, it would be good to have someone from NIRCam at least, and I'll leave it up to you if you want to include MIRI.(I don't think NIRSpec can be used in parallel, but I might be wrong about that).
