Script for generating calver #2353

There should be a script for generating the calver reference file.

Requirements:

This should be run and submitted every time the package has a release.
This script should scrape the gitlog for the last version of the JWST package that a step was updated.
This script should be able to check for any new steps in the pipeline as well.

There should also be a process for updating the RMAP for the calibration software as well.

The script scripts/get_cal_vers was intended to serve this functionality. I believe this script meets all these requirements, with the exception of automatically updating the RMAP. However, if more needs to be done, please specify exactly what additional functionality needs to be implemented.
