Task: Moving Target processing #602

This is a continuation of Trac 378 https://aeon.stsci.edu/ssb/trac/jwst/ticket/378

Certain cal pipeline steps need to be updated to properly handle exposures of moving targets. Most notably, the process of aligning and combining multiple exposures in calwebb_image3 must be updated to be done in the target frame, rather than the sky frame. This will involve storing and using a second WCS frame for the exposure, which contains the WCS of the target. More details will be gathered and posted here.

Calibration and processing of Moving Target data is being slipped to Build 7.2, mainly due to lack of realistic test data, but also resource limitations.

Background and discussion info on the whole topic of DMS processing of Moving Targets is being compiled at https://innerspace.stsci.edu/display/SCSB/Moving+Target+processing+development Daryl Swade has a draft design document. I'll add that to the innerspace space page when I get my hands on a copy.
