Outlier detection documentation landing page #7837

Issue JP-3353 was created on JIRA by Rosa Diaz:

The outlier detection step documentation in read-the-docs is formatted completely different to the rest of the steps. The order of the information is different and it is difficult to follow the logic. Also, several list are not bulleted, which also make it difficult to follow too.

I was not sure where the changes in ticket JP-3207 were

I think there's now semi-universal agreement that the docs for outlier_detection need further updates, as already documented in JP-3342 and JP-1647. Should we perhaps close this ticket as a duplicate, merging the specific comments into the existing JP-3342?
