Change default tweakreg parameter to use IRAF starfinder #8486

Issue JP-3625 was created on JIRA by David Law:

As discussed in the May 15 2024 JP meeting ([https://outerspace.stsci.edu/pages/viewpage.action?pageId=246974575)] all instruments are on board with switching the default star finder from DAO to IRAF.  See https://jira.stsci.edu/browse/JP-2259 for the history. The corresponding PR implements this switch.
