jwst 1.14.1 patch release #8606

Issue JP-3672 was created on JIRA by David Law:

This ticket is to create a patch release for the jwst software only, updating 1.14.0 to 1.14.1. The purpose is to pin numpy<2.0 to deal with software incompatibilities.

Presumably this should happen prior to the B11.0 tag of 1.15.0 in order to keep the tag and version dates in linear correspondence with each other.

Adding a note that it would be useful to update the table in README.md once the tag is done, as this is a go-to place for finding the version history (indeed, JDox directs users to it to find the latest versions). I'd suggest doing the same thing as with 1.13.4 and 1.12.4 and adding an entry with a note "PyPI-only release for external users".
