Remove jwst/fits_generator #8656

As noted in https://github.com/spacetelescope/jwst/pull/8619#issuecomment-2234234673 jwst/fits_generator is largely untested and appears to be unused.

Investigate possible uses and if none are found, remove the sub-module and associated scripts.
