bump asdf upper pin

asdf 4.0.0 was released: https://pypi.org/project/asdf/4.0.0/

Regression tests all pass with the new version: https://github.com/spacetelescope/RegressionTests/actions/runs/11897984206

As asdf is semantically versioned this PR updates the asdf upper pin to "<5".
