Update dependencies and related documentation #783

This PR: Brings dependencies up to date. Removes support for python 3.7 (by removing the environment file) Updates installation docs to reflect that 3.7 is no longer supported Fixes a small typo in the docs

@hover2pi could you give this a look when you have a chance? I'm hoping to get your two PRs merged along with this one, and then make a new release. I forgot that the PR for updating the astroquery.irsa import effectively breaks backwards compatibility, so I think that needs to be pushed out to pypi soon.
