Subarray commissioning scripts #110

This PR contains scripts that will be used to analyze data from CAR-19: Subarray validation.

The CAP for this observation lists 5 analysis goals: 1) Confirm that the positions of the subarrays on the detectors are correct 2) Confirm that telescope pointing correctly places the target at the expected positions within the subarrays 3) Show that charge accumulation rate in the subarray ramps is consistent with that in the linearity-corrected full frame ramps 4) Identify and characterize any latency effects using dithered observations 5) Check that calibration pipeline correctly registers and combines subarray data

As of the creation of this PR, scripts have been added to handle goals 1 and 2.

To get around this merge conflict with the analysis notebook, I'm going to merge this branch now where I have removed the notebook from the repo. Then hopefully I can add back the new version in a separate PR.
