Add spec. aperture correction reference file creation #111

This PR adds an input data table and a notebook showing how to package the data into a spectroscopic aperture correction reference file. The input data are from @NorPirzkal

Let's merge this as-is for now. If it turns out that the reference file contents or format needs to be tweaked later, we can update the notebook at that point.
