Add notebook for running CRDS completeness check #117

This PR adds a notebook that can be used to query CRDS for all supported combinations of exp_type/detector/subarray/filter/pupil/etc.

The notebook is mostly complete, but there are probably some tweaks needed for some of the lesser used exp_types/observation templates, such as engineering imaging.
