Allow distortion coeffs from input text file rather than from pysiaf #144

This PR updates the distortion reference file generation code such that it can take a set of distortion coefficients from a user-provided text file, rather than retrieving them from pysiaf. The code currently assumes that the text file input has been generated by the jwst_fpa package.
