Dummy release #260

I seem to have everything working like we expect it to. @mfixstsci double check this when you can. If it looks good we can copy this to a real release branch.

Checks fail because my changes to correct them are in this branch and not yet in master. If this looks good then we may want to do a separate PR against master to make the CI happy?
