This PR updates the pandeia data download link and the pandeia code download version number to v1.3, the current/latest version.

Yes, the names of things have changed more significantly than just version numbers...

Code looks good to me. I tested the Docer build via building the branch on mybinder: https://hub.mybinder.org/user/spacetelescope-wfirst-tools-t5uxdce1/tree
