[x] remove binder instructions from the README.
[x] remove the GalSim jupyter notebook and the reference to it in the README.
[x] make sure the webbPSF notebook runs on the latest webbpsf version.
[x] Docker:
- remove the docker instruction OR
- [x] change the docker file to point to the newest pandeia
[x] update the pandeia install instructions to point to the newest release, and the newest data package.
- (I updated the data package in the repo in PR #3)
