In this update:

README.md
- Update broken links.
- Update instruction to use Python 3.6 (2.7 is outdated)
- Update installation instruction to point to
  - astropy=2.0.6
  - pandeia.engine==1.2.2
  - webbpsf==0.8
  - webbpsf-data==0.8
  - pandeia_wfirst_data -> pandeia_data-1.2.1_wfirst
Dockerfile
- webbpsf==0.8
- webbpsf-data==0.8
notebooks/Pandeia-WFIRST.ipynb
- Remove from __future__ import print_function, division since we are not using Python 3+
