Update for 1.6.2 and readout_pattern #42

I'm not sure who should review this, but this file updates the roman_tools repo to correct a very old bug in the Jupyter notebook that used the wrong name for the readout_pattern. It also updates the Dockerfile and README to Pandeia v1.6.2

Fixes JETC-2047
