Implement synthetic photometry generation in simulator #1054

Issue RCAL-748 was created on JIRA by Eddie Schlafly:

The simulator needs to support synthetic photometry and have associated tests.

This means integrating over an input spectra in physical units to derive the number of photons / s entering the WFI detectors.  There is a close analog to this integration already happening in the bandpass module as part of integrating over the AB reference spectrum to derive zero points for the WFI detectors.  This ticket requires that that code be generalized to accept generic input spectra.
