Standalone TVAC and FPS Models #1202

Issue RCAL-824 was created on JIRA by Paul Huwe:

The current TVAC and FPS models reuse portions of the science data schemas. This is a problem because the science data models still change often and this breaks TVAC data definitions. By generating standalone models, not referencing existing models data tags, this will be avoided.
