Add regression test using HLP on tweakreg'd files #1236

The current suite of regression tests uses the HLP on cal files produced by strun roman_elp uncal.asdf. These can be importantly different from the versions of these files after being passed through tweakreg. We should update the regtests to run the HLP on tweakreg'd files.
