Review possibilities for photometric redshifts from Roman catalogs #1238

Issue RCAL-840 was created on JIRA by Eddie Schlafly:

There are a number of potential photometric redshift algorithms under consideration for Roman.  Review the available documentation on these and try to evaluate whether using these within Roman makes sense.

I'm proposing a baseline of rail + BPZ following a review.  The BPZ code base has seen some effort from the rail folks and exists as a nice python package.  It's template-based and so would be straightforward to implement ~today in the absence of real training data.  Using rail as an intermediate layer will make it easier for us to change our mind later if we need to.
