Issue RCAL-841 was created on JIRA by Eddie Schlafly:

We would likely like to make the Roman data release catalogs using photutils, though that doesn't presently support PSF-convolved galaxy fitting or multi-band analyses.  Look at how hard it would be to get these into photutils vs. making something stand-alone (astropy modeling?).

Proposal is to expand the detection image / segementation scheme a lot, but then just propagate those new segments through individual SourceCatalogs using the existing machinery.  I'll review PSF-convolved galaxy fitting options next week.
