Issue RCAL-907 was created on JIRA by Eddie Schlafly:

We need to do the last bit of work to get the L3 simulation out the door, run the release, and generate the artifacts.  I am minorly refactoring the L3 stuff and adding a command-line interface and docs following RTB comments.
