Switch back to Ubuntu focal (20.04) #3

Reverted to Ubuntu focal (20.04) after AWS ECR scanning reported 3 HIGH vulns, switch to 22.04 was accidental during move back to GitHub.

Anchore security scan failure is unrelated.
