Remove chilly complexity #56

The chilly builds add complexity to the framework which has never been justified by results. Actual patches which occurred in the few months we tested chilly where minor, nothing at all like automatically patching criticals. As part of an overall need to simplify, this PR completely removes the chilly feature.
