Add Zenodo badge to README after releasing 1.3 #250

I activated the Zenodo webhook. So as long as you remember to do a GitHub Release on the tag, it would work. Then Zenodo would give you a DOI. And you can add it as a badge to README.rst.

Got one via 1.3.0rc1
