This PR attempts to resolve WebbPSF data caching issues by simplifying the data retrieval process and adding a scheduled workflow that keeps the WebbPSF data up-to-date. To update the WebbPSF data cache manually, add the update webbpsf data label to a PR

Also, renames toxenvs in the CI to be more explicit on their Python version in the status check display
