Revert "drop python 3.9 (#287)" #294

This reverts commit 821bfb10a01d9f8481d5e1a661f7476892f2efdb and re-adds python 3.9 support as it's required by crds server.

I opened this against the main branch to allow us to:

update the changelog there
once merged (if testing succeeds), cherry-pick this onto the release branch
tag and release the release branch

Let me know if a different process is easier.
