This patch is to be compatible with a new way of handling different file I/O in Ginga PR ejeschke/ginga#764 . ~This cannot be merged until Ginga 3.0 is out.~

TODO

[x] Handle compatibility between Ginga 2 and 3 gracefully.
[x] Make sure tests run and pass.
