Fix Jenkins CI testing #122

Derived from ACSTOOLS configuration.

Also fixed defringe tests to retrieve reference files.

We should probably squash when ready to merge, as the details of the individual steps to get the tests working are probably not of much interest going forward.

Maybe we can delete JenkinsfileRT?

Talking with Pey Lian-- The JenkinsfileRT is for running nightly jobs on the internal server. So paths like $oref will work.

It's probably fine to leave an unfinished JenkinsfileRT in place for now and we can clean it up if/when we want to run nightly tests.
