replace references to Astroconda with `stenv` #144

The RTD build is failing due to timeout or excessive memory consumption.

The documentation environment.yml file still uses astroconda, which may explain the problem. Switch this to a stable version of stenv?

It failed with the same error 6 days ago. But I agree environment.yaml needs to be updated
