update ReadTheDocs configuration file #148

readthedocs.yml and the V1 of the configuration file is now deprecated, according to RTD docs

I had to do some roundabout things in setup.py to get a reduced environment on RTD (see PR #141 ): setup.py diff

Do you know how to skip the setup.py install_requires dependencies in v2 and specify them in the doc/environment.yml file only?

Edit: I just saw your comment on #141. Will try that out.
