Include details for how to include notebooks in the automatically built documentation

Along the lines of notebooks in documentation (https://github.com/spacetelescope/style-guides/blob/master/guides/python.md#narrative-documentation), when should one submit a notebook to the STScI notebooks collection, and when to retain the notebook with source code?
