git/Github Workflow #20

This PR introduces git-workflow.md which provides a workflow for contributing to a spacetelescope GitHub repository (adapted from the jwql workflow for contributing).

Hey @bourque, thanks for opening this.

It's not obvious to me that this guide should be in this repo. This is documenting a workflow, not how to present content. I know @stscicrawford opened #6 about this but I think we should probably have a broader discussion about the purpose of this repository.
