reword confusing sentence in CoC

@stscicrawford and I were discussing whether it would lower the maintenance burden to have the CoC somewhere else outside the repo and then have all repo CoCs point to the central page. Like http://www.astropy.org/code_of_conduct.html

Good point, @pllim, but I think the point is that you want it in the repo itself so there's no way for someone to say "hey I was just looking at the code not the web site". But I suppose a CODE_OF_CONDUCT.md that just says "See the page at link X for the CoC", that might be sufficient?
